The PHEM Skills Framework is a wide spectrum of pre-hospital provider groups from First Aid Societies to Level 8 Pre-Hospital Emergency Medicine (PHEM) practitioners as well as colleagues from non-medical professional organisations such as the Police, Fire & Military Services.
The PHEM Skills Framework was developed with the purpose of showcasing a series of levels to allow a greater understanding of the clinical skills/competencies of various pre-hospital care providers arriving at an incident.
Descriptors Levels: *
A - Students, first aider. Certificated by a non-national organisation.
B - Nationally certificated first aider (qualified to meet statutory requirements within the workplace) - FAW.
Levels C to H will be operating within a framework of governance and CPD
C - Nationally certificated advanced first aider - FPoS (I).
D - Nationally certificated non health care professional prehospital provider caring for patients as a secondary role - FREC L3
E - Nationally certificated non health care professional, pre hospital provider caring for patients as a primary role - FREC L4.
F - Nonregistered health care professional – FREUC L5.
G - Registered health care professional working in prehospital care.
H - Advanced registered prehospital care practitioner.
* To be recognised at any level the practitioner must have all the skills at that level.
The leading qualification for events cover, the Qualsafe First Response Emergency Care (Level 3 RQF) covers the full range of skills required by the HSE for first aid, and more!
For those with further ambitions, it also forms the first step of a programme to become a Paramedic in 2 years.

The QA Level 3 Award in Administering Emergency Medical Gases (RQF) is a regulated and nationally recognised qualification that has been specifically designed for those who have a responsibility for providing treatment to patients who need medical gases administering in prehospital environments.
During this 1 day course, candidates will learn how to safely administer emergency oxygen, pre-operational inspections for oxygen therapy equipment and the clinical need for oxygen therapy when dealing with a range of conditions.
Successful candidates will leave with the skills, knowledge and competencies needed to safely administer prompt and effective medical gases in an emergency situation.

- Oxygen Therapy
- Airway Management & CPR
- Trauma
The day will then be completed with a scenario based assessment.
